About the project
The Brief
In early 2018, the RFDS did not have an organisation-wide approach to learning.
Each department had been operating in a silo, creating its’ own content and providing staff with varying levels of educational quality. This led to a perception among frontline staff that the organisation did not consider learning to be a priority.
Having built strong relationships across the organisation and having advocated for change on behalf of the frontline since I arrived at the RFDS, I was provided with an opportunity to develop an organisational learning strategy that could take the RFDS forward over a three year period.

Having built strong relationships across the organisation and having advocated for change on behalf of the frontline since I arrived at the RFDS, I was provided with an opportunity to develop an organisational learning strategy that could take the RFDS forward over a three year period.
The Solution
I secured executive-level sponsors, established a Learning Community of Practice (LCoP) with representatives from major groups (e.g. Corporate, Aviation, Clinical) and managed the project to develop the strategy.
The methodology was unique for the RFDS, being a bottom-up approach that gave a voice to the frontline around their requirements and aspirations. I conducted extensive consultation with visits to bases throughout Queensland, resulting in a strategy document describing actionable initiatives across five ‘foundations’:
• Learning Voice
• Learning Pathways
• Learning Partnerships
• Design and Delivery Methodology
• Enabling Technology
